The terms used in the manifest and the project file are confusing.

I filed bug #6221 (https://bugzilla.xamarin.com/show_bug.cgi?id=6221) when
I first ran into this. It is currently accepted as a terminology bug and a
missing feature.  I don't know when it is scheduled to be addressed.
