Once you’ve got a history of (good!) releases under your belt, and enough time has passed, you can come back and request that you be given the first-come permission. We almost never transfer the first-come permission on first request, since so often people want an indexing permission so they can release a specific bug fix, and then ride off into the sunset :-) Neil
