I suggest you take http://backpan.perl.org/ as a starting point.

Like every CPAN mirror, the interesting directory is authors/id/. The
data are always below this point. The difference between a normal CPAN
mirror and a backpan mirror is that the latter never deletes files that
are otherwise considered outdated.

So if you add a backpan to your list of cpan mirrors, you can be sure
you will also find outdated files when you require them. Advice is to
only use backpan mirrors as a last ressort because (1) it is polite to
the provider not to push the bounderies of their bandwidth, (2) you will
not need them often, (3) they probably are using slower disks or
throttling to protect themselves, and (4) you most likely have a regular
mirror closer to you.

I think this was better documented in older times but I cannot seem to
find a paragraph about what a backpan is and where to chase them.
