No. CPAN is one thing, no expected differences between the URLs. So 406 
firewall rules is absurd overkill, a handful should do. But backpan is another 
set of sites you will want to have access to. Backpan sites are sites that have 
CPAN plus all the history of CPAN.

Try google for finding backpan sites. Refuse to read hits on packpain, that's 
something different.
