rationale:
It's an app, it sets the prompt string (Bash only so far) for the
active local::lib, and it has the right (b)acronym.
It could have been stuffed into an existing local::lib front end
tool such as App::local::lib::helper, instead of standing by itself,
but it does seem to be a separate unit of functionality.
