rationale:
The module is a pure perl, simple implementation of MPEG stream
parsing. It can be used to dissect, possibly dirty streams, transfer
mp3 data via a network more efficiently, and so forth.
The module deals with frames as objects, which have various methods
which return attributes, aswell as the parsed data.
