    installation. We test for almost everything else, so why not this
    ;-)

    Uses the CAIDA::NetGeoClient and Weather::Underground packages for
    all the heavy lifting.

    &is_snowing(); &isnt_cloudy();

    I have about half the test functions written now and hope to finish
    the others by the end of the day. I will put a version 0.01 over
    here when I am done :
