  rationale:

    HTML::Widgets::Menu does not allow callback functions/methods, and
    seems to give you only one look. HTML::Navigation allows/requires
    callback functions, but does not give you access to information
    about other menu items being displayed. This is needed for some look
    and feel standards I have come across (Cisco Systems internal look
    and feel, for example).
