Yes, it is primarily for use with and was inspired by Tangram.

I think it fits more nicely under the Class:: namespace, because it is
not a core part of Tangram (ie, you don't have to base your classes on
it to use Tangram), and does not require Tangram to use it.  It just
gives you objects that are trivial to fit into Tangram.  It is also
more similar in function to Class::Contract, Class::Struct,
Class::MethodMaker, etc.
