You are right, it's a judgement call. No NetAddr is not an existing
namespace but I'd open it. Existing namespaces matching /^Net/ would
be

    Net
    NetCDF
    NetObj
    NetPacket
    NetServer
    Net__ICal
    Netscape
    Netware
    Network

Where that Net__ICal looks like an accident to me.
