I'm working on a module that will implement the syslog
forwarding protocol for use when there either is no
local syslogd, or use of the local syslogd is
undesirable. I'm tenatively calling it Net::Syslog.

I have started a discussion on the viability of this
module on comp.lang.perl.modules (not much discussion
yet, but we'll see). I expect to be working on other
contributable modules in the future.
