Depending on your home a/v setup, you may not need to do this. Most newer receivers can 'upchannel' stereo sources in hardware, which is much more accurate and clear than any software can provide. And as long as folks are plugging their favorite pieces of software, have a look at tovid (tovid.org) once you capture your video. Assuming you capture to a format that is not compliant with DVD, you can use tovid to cleanly re-encode it so that it is compliant. tovid also includes a script called todisc, which creates animated DVD menus.
