Have you tried decoding the frames with mpeg2dec like that:
mpeg2dec -o pgmpipe file.mpg | pgmtoy4m -i t -a 10:11 -r 25:1 | yuvplay
And see if the problem is there also.
You need to install mpeg2dec (http://libmpeg2.sourceforge.net/)
You can replace the yuvplay with mpeg2enc afterwards, if you see that it
is decoded right and the problem vanishes.
