Only if quality is unimportant and misaligned chroma planes are acceptable. Most of the tools won't complain since the data planes are the same size - but the chroma won't be right. Take a look at http://www.mir.com/DMG/chroma.html and you can see the difference between 420-MPEG2 and 420-PALDV I'll poke around when time allows (right now I've a couple new toys to play with - new terabyte and a AJA Io/LA [http://www.aja.com]).
