I wrote a program y4mpad to do this, yuvscaler didn't want to just pad an
image.

Probably.  My JVC DVD player can play SVCD with strange sizes, it properly
pads with with black on top and bottom.  I make 704x360 letterboxed SVCDs
all the time.
