They are not required for cygwin or mingw32 builds. They appear to be project 
files for 
Microsoft Visual C, which I don't have access to. I do have a copy of the 
downloabable 
Microsoft Visual C Toolkit, but this does not include Microsoft's integrated 
development 
environment. I have tried importing these into CodeBlocks which is configure to 
use the 
MS Compiler, but so far with little success. This was to be my next area of 
investigation.

It does seem a little less important to me now that the cygwin and mingw32 
route seems 
to work ok.
