I would prefer having 1 title 2 chapers or just 1 title 1 chapter at all. The second option would be best.
In that case, just tell dvdauthor something like:
<pgc> <vob file="file1.mpg" chapters="0" /> <vob file="file2.mpg" /> </pgc>
and it'll paste them together into a single chapter.
