Yes, it can.  It has both S-video as well as composite inputs for
video, and stereo line in for sound.  Now, mind you, I've not tried
capturing a tape using the 250 so I can not attest as to how well it
works at the task, but at least on the "will it connect" level, yes,
it will connect to a VCR.
