The only freely available AC3 encoder I know of is 'ffmpeg' and the
last time I tried creating an AC3 file with that the file was
completely rejected (invalid/bad rematrixing info) by DVD Studio Pro3.
Probably left out an option somewhere but it was easier to the the
AC3 encoder that came with DVDSP3 than puzzle thru ffmpeg ;)

Not really - the only "audio" encoder in mjpegtools is 'mp2enc' which
is a MPEG-1/Layer-II encoder. MPEG-2 audio does exist and does support
multi-channel audio but I do not know of any freely available MPEG-2
audio encoders _and_ I am fairly certain that the MPEG-2 audio
is not permitted on DVDs.

Perhaps 'ffmpeg' can do the job. Perhaps there are M$ tools that
can be used to convert/dump to .wav files
I think what you'll need to do is find a way to convert to PCM in a
.wav file and from there encode to the desired format.
