        I was using 'dvdview':

           http://rachmaninoff.informatik.uni-mannheim.de/dvdview/

        to look at some .mpg and .vob files and noticed something interesting.

        From a DVD:

           dvdview -v 3 tlb.vob 

        the line:

            intra dc precision:    10

        appears.   BUT when I run dvdview against a .mpg file created with
        mpeg2enc:

            intra dc precision:    9

        Where does the extra precision come from?   From the capture equipment
        or from the MPEG encoder?

        I see that mpeg2enc has the option "--intra_dc_prec [9-10]" - does
        that affect the calculations or does it simply set the value in the
        MPEG headers?   What effect, if any, does a higher dc precision have
        on the picture quality?
