IMHO you can not increase quality. First I would advise to check whether your target platform (hardware player) is able to play svcd mpeg2 from dvd-medium (check at http://www.dvdrhelp.com). My player does not, but AFAIK there are some where it works like browsing the disc for corresponding files. If not I would try dvdauthor. IMHO your hardwareplayer should cope with a svcd compliant mpeg2 dvdauthored dvd, if it can cope with svcd at all. If the svcd is on a disk itsself.
