There was a bug in the quality factor control. mpeg2enc accapted 32
different values but it hat only 16 different levels. Andrew corrected
that, and now every differnet level should produce a differnet filesize.
Before 2 levels always produced the same filesize. 

If you are interrested why it produces a differnet filesize take a look
at the cvs log. It could be that -q 8 produces now a higher quality
level.
