I downloaded both ac3dec-mjepegtools.tar.gz and ac3dec.patched.tar.gz.
When I tried to compile ac3dec-mjepegtools.tar.gz, I noticed that the configure script was missing. The instructions in the README say to do ./configure && make all. It's kind of difficult to do this without the configure script.
The README for ac3dec.patched.tar.gz says the same thing. I got a little farther with this package. The configure seemed to go ok, but I got some errors during the make and it didn't complete.
Here are the last few lines of the make output:
