If you use the normal allowed video bitrate of 2500kbp/s and a audio of
224kbp/s you will be bewlow the maximal 2788kbps SVCD allowes.

Using -S -B is the way you should do it because else there is no way
that you have the correct run in/out. And this will very likely result
in a VCD/SVCD that does not work properly.
