Because the mpeg2enc -N option does not filter material. Or analyze the image to denoise. It discarges the high frequency parts of the image. Ususally the higher frequency is noise. But high frequency is also a change from one edge of the colors to a other like Black -> White. So this option also soften sharp changes in a picture you might want to keep. Keep in you mid a chess board with black and white pixles over the whole screen. This image has the higest possible bandwith needed (for PAL its at 5MHZ). If you use the -H option will completly disort that image to something gray anything.
