Most of them are probably made for linux but with a little
tweaking they can be adjusted to run on any unix.
You can even make a simple shell script to ask questions to users
for when and what, and then produce the crontab file.
php also is an option if you want it web based.
ncurses, tcl/tk, python, java, whatever.
My opinion is that if your users login on unix machines they should be
able to open an editor end edit their crontab themselves. I mean
it's not quantum physics, it's just simple lines with when to run
and what to run.
If they are not able to do simple file editing they should better switch
to windblowz and drug the mouse.

ps. You probably didn't find a straight answer saying "use that on
openbsd" because it's so trivial that nobody bothered to make such a
tool. If you are in such a need for it you can always make it your self
and then make a port for it.
