Clues:

1. Logged in as me and moving /etc/rc.shutdown ->
/etc/rc.shutdown.save and then did sudo reboot. No help.
2. Immediately after reboot, logged in as root, mv'ed
/etc/rc.shutdown.save -> /etc/rc.shutdown and did a 'reboot'. No help.
3. Built a copy of /usr/src/sbin/reboot.c in a separate directory,
compiled with -g, and ran under gdb with a breakpoint at
          /* Log the reboot. */'
-->     if (!lflag)  {
At this point, howto was 0, as you'd expect. dohalt was also 0. Things
get a little hairy after that, so I didn't proceed, but based on the
state of things at the breakpoint, a quick look at the subsequent code
suggests (unless I missed something) that the howto arg in the call to
reboot was still 0.

That's as far as I've gotten and can't work on this further today.
