pflog0 is automatically created when pf is enabled since /etc/rc r1.310 (OpenBSD 4.3). either you didn't have pf enabled at last boot - in which case enabling it, as you need for spamd anyway, and rebooting, will fix it - or you have an old /etc/rc from an incomplete upgrade (missing etc45.tgz).
