Have you tried taking a packet capture of the DHCP dialog when using Linux and when using OpenBSD, and then comparing the DHCP Offer from both using Wireshark or some other packet dissector? That way you could compare if option 128 is present in the offer from OpenBSD, and if so, what the difference is between it and the Linux offer. That might steer you in the right direction.
