I had the same question come up in my office last week :) >From what I've been able to gather from the CVS logs, it appears to be based on the ISC 2.x code, with modifications by the OpenBSD developers for cleanup and pf integration. There is also a 3.x version (3.0.4 I believe) available in ports or as a package. I ended up using that on my server because I needed to assign devices to different IP ranges based on the vendor portion of the Ethernet MAC address, and I couldn't find a way to do that in 2.x.
