It seems to apply only in Switzerland and Other Countries:

http://www.paypal.com/ch/cgi-bin/webscr?cmd=p/gen/ua/ua-outside
"Der PayPal-Service darf nicht allein fu:r die U:bertragung von Geld zwischen
Einzelpersonen verwendet werden, ohne dass eine Transaktion fu:r den Verkauf
von Waren oder Dienstleistungen zugrunde liegt."
https://www.paypal.com/row/cgi-bin/webscr?cmd=p/gen/ua/ua-outside&country.x=HK
"The PayPal service may not be used solely for the purpose of transferring
money from one individual to another without an underlying transaction for the
sale of goods or services."

So if someone sends a donation to Theo from Switzerland or Other Country, he
breaks the UA and risks his PP account being blocked?

Anyway there's more to read about Paypal:

After I read it I removed Paypal from the website of my project :)
