If that is your main criteria I can strongly recommend https://openbsd.amsterdam/ until you find a pure Canadian OpenBSD host. I've been very happy with whatever little support I've needed, and I found them competitive in price last time I shopped around. You can get cheaper, you can get more expensive. Some of what you pay goes directly to OpenBSD too.
