Apparently easyDNS (which is Canadian) does VPS hosting. I have no idea how easy it is to run OpenBSD on their VPS. Their page says they only support Debian, Ubuntu, and Centos. That's such a short list it kind of implies to me you can install your own OS and it just won't be well supported but I only use them for DNS.
