In general, yes.
But they are often deficient in the quality department.

If so, which particular adapter device could you get it working with? (I
want to know the particular model, so I could get one myself too.)

I've used a number of these things; usually the cheapest my local
supplier has on the shelf.  They Just Work (though as indicated,
they often have issues that can be seen across platforms).

The fact that NOTHING shows up in dmesg pretty well indicates a fairly
basic problem -- either your port is dead, OpenBSD's support of your
USB ports is having an issue, or there's a mechanical problem between
that port and that adapter that's preventing the USB port from even
detecting a device there.
