If you can't find a VimOutliner to LaTeX converter, let me know, because I have a very rudimentary one that "does the right thing" for all heading hierarchy elements, and for body text. Obviously, you'll need to create a separate file that maps indent level to Part/Chapter/Section/Subsection ... because not all LaTeX files use the same hierarchy. Note also that this is a one-way trip: The instance you start modifying the text you're pretty much stuck in LaTeX. My converter requires you to create an empty doc with the correct headings, etc, the correct document preamble, and the final \bye. Doing the same thing for XHTML is trivial.
