If I run "ifconfig pppoe0 down" on the command line, then pppoe0 is started automagically again. 3 times in a row it took exactly 65 secs to reestablish the connection. Much better than the 3 to 4 minutes I saw before. Of course I have added the line to rc.shutdown, as you suggested. On a reboot the pppoe line comes up almost instantaneously.
