I'm not a PF consultant, but be aware that p2p can be a real beast to
setup. I was asked by someone to handle a double NAT situation for
uTorrent and I was searching for some details about uTorrent port
handling. I found something not so clear like OpenBSD man pages, and I
found out that uTorrent is able to work in 2 modes: with ports blocked
and with open ports (aka 'port forwarding'). Be sure you are in one of
those 2 modes and your PF is seeing the traffic accordingly.
