OpenBSD does not update firmware on devices. Some devices are shipped without firmware or with buggy firmware and new fw is loaded temporarily into device ram at boot. The ones downloaded separately at first boot are handled that way for licensing reasons, some others are in the normal OS install (same as Linux and other OS). Did you make any other changes e.g. to bios config while you were installing OpenBSD? Try posting the dmesg, it may give some clues.
