It has been said before on the list, but though 64MB (or 22MB) is all that is required, you need to do a lot of work to install and maintain it. Going with 256MB means you can do a standard install (ie 'supported by the larger OpenBSD community') with very few adjustments, and have around 120MB extra for some other things.
