Of course it can. It depends on time, resources, which basically means programmers who are interested in this.
It will happen when it happens. Asking won't help. Giving money would help... :) If enough people are interested, you can work with the openbsd foundation to fund a programmer to work on fuse and/or fuse/zfs integration.
