Don't use screen capture attached as they are removed from the mailing-list. Are you able to do a "telnet mirror.jmu.edu 21" and get successfully connected or not? You could just copy/paste text of your terminal. My guess is there is a firewall which is not allowing your OpenBSD server to connect to the mirror (dropping packets). It can be the local firewall itself or another one depending of your network architecture.
