Privilege vs right discussions are way too off topic here. That said, you are falsely assuming people with government endorsed licenses "do the right thing". Get serious.
Licensed drivers aren't perfect but they do have to master some important basic skills before getting out on the road which is designed to protect other drivers and themselves. And you're right, this is getting wayyyy off topic.
