Did you follow these instructions?

If so, then everything else should be accomplishable by following
Microsoft's readme.htm in their
ftp://ftp.microsoft.com/products/frontpage/fp50.bsdi.tar.Z archive.
Should be.

That said, I think expecting web servers everywhere to bend over
backwards to accommodate an MS-only HTML editor (towards greater
vendor lock-in) is wrong-footed, and I've never installed MS FrontPage
server extensions myself, so even if I were more sympathetic, I
probably couldn't help you much further. But maybe this helps you
somewhat.
