You are probably not going to get any help here on that subject. The sendmail version that comes with OpenBSD is more than fine for your needs, and it has been audited. If you can't get it to build correctly, and you don't know what the problem is, just don't bother. If you really want a sendmail in the 8.13.X series, install OpenBSD 3.7 instead.
