We are running an OpenBSD 3.4 host, which is connected to a 1 Mbps,

However, during tests, we are getting only about 30 to 45 KBps at the
OpenBSD machine. There were no other hosts on the link when these

Under identical circumstances, a Linux machine gave about 100 to 125

Is it a leased line? Normally lines which aren't directly leased are contended which means it's shared between other people. If this is the case it's likely that someone else is also using most of the bandwidth on that connection.

Ask your ISP if it's contended.
