Usually I do the mingw packages starting from the native ones. As far as
freeimage itself is concerned, I opted for the newest version since
there is an RFE for the native version [1], and I posted there my
suggested patches for updating the native version also. About LibRaw:
There are indeed GPLv3 files, among others, but I guess GPLv3 only is wrong?

There can be seen some differences in license fields (LibRaw has some
GPLv3 sources for example), or you can compare the bundle-fights...
