did you compare the packages with the native versions?:
https://fedoraproject.org/wiki/Packaging:MinGW?rd=Packaging/MinGW#Track_Fedora_native_package_versions

There can be seen some differences in license fields (LibRaw has some
GPLv3 sources for example), or you can compare the bundle-fights...
