For a Fedora specific issue, you should probably submit a bug to their
tracker.  That will surely get someone's attention.  People here (and on
dri-users) don't generally have any insight into what the distros do.

it looks like nouveau was removed from that package a while ago, and cites bugzilla.redhat.com #745686. You might check that...
