Given that Mesa just promotes L/I/A up to RGBA, I don't see a reason to have a distinction. Re: gpu_shader4 requirement in the text, I'd guess that that was because it was written pre-130, and the intent was "requires the bits of GLSL required to be able to actually use these shaders", which 130 has.
