Its role is similar to DRI libGL.so in that it is a slim layer that loads the hardware drivers (pipe_xxx.so) and client APIs (st_xxx.so), found in $EGL_DRIVERS_PATH.
If the setup is too complex for your need, you may also consider build a egl_gallium.so that statically links to the softpipe/llvmpipe and the client APIs selected at build time. Have a look at targets/egl-gdi/ as an example.
